Should read: "... self-destructive, ranting, holding hearings, carrying banners, passing legislation, etc., brings immediate satisfaction.
In attempting to edit the message to make it shorter, I also left out a crucial bit of information. The Assistant to the Dean who slapped up the signs for 12 years that resulted in no change in behavior also knew who the one perpetrator was -- her boss. So the real cause was known but she believed it was not addressable.
