Yes, well, the teachers have a lot different reasons as the main problem with the school but they are primarily related to students.

Based on my systems training and experience, the structure of the organization as a system is causing the problem. The students and teachers behavior is determined by the structure of the system they have to work within.

Getting people to change their mental model of the role of the student to worker and the teacher becomes the leader/supervisor is only one step in the process of getting people to think of ways to improve the structure of the organization without blaming someone.
