If you have it handy, look at Sterman, p 121, section 4.2.2 and p 123, section 4.2.3. I think you should decide if carrying capacity is a parameter or a dependent variable. I could be wrong, but I think from your narrative it is a dependent variable (insofar as it can be affected) AND an independent variable (insofar as it affects something else).
If you draw the rough metaphor that students are a grazing population (which hopefully they are), the teachers are the acres of land, and the curriculum is the food available on the acres of land, you can see on p 123 how teachers and curriculum (and delivery process as I formerly argued) make up the carrying capacity and therefore the resource adequacy.
