I'm working on the environmental sustainability problem, not the education problem. With the sustainability problem, the root cause analysis leads to just what you mention.
Whether or not one considers the various political parties to be variations on a single, national theme, or different parties with similar differences and different similarities could be an interesting topic for exploration, and one illustration of the point I'm making. Systemic social problems are reflected in political party values. What I see in the US is one party is tending toward satisfying the demands of special interests, especially corporations. The other party tends more toward trying to optimize the common good of all. The pattern applies to all democratic political systems.
