I agree with Jay W Forrestor on the the issue of many local goals which interact to create system behavior. In fact a student would easily understand that a football team having top international players is expected to give superlative performance. The coach trains them for such a performance. However, their individual performance many times determine their future pay packets and thus individual brilliance and performance can be local goals of players. Similarly no. of matches to be played by a player in a season can act as a goal and result in the efforts and risks taken by players. Quality of synergy between players may be affected by the above local goals amongst other local goals which result in the final performance of the team.
Teachers often think that the information on behavior they provide students results in change of behavior of the student. In fact it improves the academic proficiency and problem solving capabilities. THe feedback would obviously be improved skills and capabilities that all the students depict due to such inputs.
The teachers local goals may force her to focus on the bright and better students.Further the goal of passing cognitive tests b the students may not result in improvement of skills but only in knowledge. Also, other local goals of the students may similarly interact with the teachers to produce the results different from those expected from the system.
