HO, the definition provided by Lee raises the question of system boundary even within the k12 setting. Shall we just focus on teachers and classrooms or do we embrace a wider notion of system including policy, administrative and information systems embedded within a larger k12 system e.g. school district?

The very reason for saying educators instead of teachers and classrooms is to embrace all of us who are working to improve the education of K-12 students. I would include not only all the people you mentioned but many who work outside traditional schooling situations. I hope our system boundary is large enough to include all those people also.
