I wonder if a 10' by 10' board game could be designed for the floor of a room (for example, "The House With 5 Bathtubs") that would show how things flows from one level to another, under what conditions, and over what period of time. It would be designed to be accessible to K-12. As they identify what would flow from level to level, they could design policies that would govern the flow. Then the children could walk the flows between bathtubs to see how their policies govern accumulations. Some kids could be the "policy enforcers" to make sure policies are being followed. The degree of difficulty might vary as the students age.
