I find this statement so stupefying that I have to conclude it is not what its author really meant to say. Lawmakers are a subset of citizens, which leaves us...where?

Recent advances in neuroscience and a rapidly expanding knowledge of the neuroplasticity of the brain clearly refute this statement. I am flummoxed.
