Unless the concepts are built into the curriculum, it is very hard for a teacher to include it. They have to understand the concepts well enough to translate them for the grade level they are working with. They may be working with several grade levels, or switching grade levels from one year to the next. It's hard enough for them to keep up with the curriculum they are required to teach.

Good materials would be helpful but the concepts really have to be built into the standard curriculum to be taught in any meaningful way, I think, in any but the more advanced high schools where there is room to include it.
