These plans are negotiated in meetings with the child, parent(s), teacher, and an outside expert. I think this is done quarterly. The plans are required to prepare the student to meet national educational standards and the aims of the parents and teacher for the child and the child's own aims. Everyone has to consent to the final plan. Then the results are evaluated by everyone and a new plan is designed.

A difference from the American system is that the responsibility for reporting and monitoring is not born by the teacher. Everyone is equally responsible, and the teacher has the support of an outside expert. This is very important in governing the system. It provides expertise that is independent of and provides energy for the parent-child, teacher-child, child-parent dyads that can become rather intense, if they have any meaning at all.

Fundamentally, a sociocratic system is is balanced so the responsibility is distributed equally throughout the system, though each has a unique responsibility.

With this kind of balancing and sharing the schools, one sector is not fighting with or blaming the other. They have all consented to the program and share in the responsibility for its success or failure.
