Yes, the course will be on the Internet and available to anyone in the world with a Web browser and willing to pay the fee to PSU. Someone might pay the fee but not be able to use the credits. This is the same platform as used by Prof. Wayne Wakeland for his SySc 514 System Dynamics class. Same thing applies. Anyone in the world can take the 514 course if they pay PSU the fee.
