Contrary to what Cloud states, the idea of insisting on an "endogenous model" has everything to do with where the problem comes from and where the solution lies. For some specific objective, and the modeler must have a problem to solve and an objective, the model should show, from its internal structure, how the problem at hand is being generated. Also, the model must contain all of the policies that are to be explored in reaching better behavior of the system one is working with. Therefore, the boundary of a model must be defined in such a way that the source of the problem and its alleviation lie within the boundary.
